What Happens When a Producer Fails to Register a Container with Return-It?
When a beverage container is not registered with the Return-It program, consumers cannot return that container to a Return-It depot to receive their deposit refund. Instead, consumers are directed to return the container to the original retailer where it was purchased. This situation can create inconvenience and frustration for consumers.
Return-It depots closely monitor the containers being returned. If staff observe a recurring pattern of unregistered containers, the issue is reported to the Brand Registry team. This triggers an investigation to determine why the container was not registered and to identify the responsible producer. During this investigation, these unregistered containers will continue to be refused at depots to ensure that only compliant products enter the recycling stream.
Under the BC Recycling Regulation, a producer is defined as party that imports, distributes, manufactures, or sells beverage containers in BC. Producers are responsible for ensuring all their containers are registered with the program.
If a producer fails to register the container within 60 days of notification, the situation is considered non-compliance. The producer may then be reported to the BC Ministry of Environment and Parks (MOEP), which may initiate further enforcement actions.
Proper registration of all beverage containers is essential for maintaining an efficient and fair recycling system. Registration ensures:
